United Services Military Apprenticeship Program

The United States Military Apprenticeship Program (USMAP) is a training program that gives service members the opportunity to complete civilian apprenticeship requirements while they’re still on active duty.

Completion of an apprenticeship awards a nationally recognized Certificate of Completion from the Department of Labor (DoL), which can enhance employability during transition.

General USMAP Requirements

The USMAP is available to active Army, Navy, Marine Corps, and Coast Guard personnel. Additionally, National Guard and Reservists who are on any of the following orders are also eligible to participate:

  • Reserves on Active Duty
  • Mobilization (MOB)
  • Active Duty for Operational Support (ADOS)
  • Active Duty for Training (ADT)
  • Full Time Support (FTS)

Service members applying for USMAP must have at least 12 months remaining on active duty. This ensures you have enough time to complete an apprenticeship before your transition.

You must be working full-time and supervised in the trade of your choosing. So, extra duty and additional duties do not apply to an apprenticeship.

What is an Apprenticeship?

An apprenticeship is an official training program that offers on-the-job training (OJT) and technical education in a job field or trade. The combination of hands-on work with formal training provides unsurpassed experience and industry credentials.

Service members can earn an apprenticeship with the military training and OJT from their current service, and they’d only need to record their work hours once enrolled in a program.

Formal Training

The classroom training gives USMAP participants the requisite background knowledge needed to effectively operate within their trade. There is a required 144 hours of apprenticeship-related training to complete a USMAP program.

For Navy and Coast Guard personnel, the “A” school or Navy Enlisted Classification (NEC) training can meet these requirements. 

For the Army and Marine Corps, the Military Occupational Specialty (MOS) training can meet the apprenticeship requirements as well.

Moreover, personnel who have not completed any formal training or military schools, then college courses, vocational programs, and correspondence courses could satisfy these requirements as well.

On-The-Job Training

This is obtained by working in the trade field, employing the skills obtained through formal training and experience.

The amount of OJT required depends on the trade field, as some require more on the job hours than others. Generally, participants must complete between 2,000 and 6,000 work hours to satisfy most apprenticeship requirements.

Types of Apprenticeships

There are two types of apprenticeships in USMAP, and they are based on experience.

Time-Based Apprenticeships

A time-based apprenticeship is for those who are new to a trade and do not have the experience needed for a competency-based apprenticeship. 

Progress is measured by the number of hours spent in training and on the job.

Competency-Based Apprenticeships

Competency-based apprenticeships are for service members E-5 and above who are considered experienced in their chosen occupation.

In this type of apprenticeship, participants must demonstrate and apply the knowledge, skills, and abilities required by their chosen trade.

The Path to Apprenticeship

There are four primary steps necessary to complete an apprenticeship.

  1. Review Available Trades
  2. Review Program Requirements
  3. Enroll in USMAP
  4. Complete Program Requirements

Review Available Trades

The USMAP has a “Find a Trade” tool, where participants search for trades available to them based on their MOS or Rating.

First, head to the Find a Trade tool, then select your service branch.

Next, under the “Select an MOS” drop-down menu, select your MOS or Rating. That will sort the available trades down to the ones applicable to your military job. Then, look through the “Select a Trade” drop-down menu to view the results.

For example, I was an Army Infantryman (11B), and when I went through this trade finding process, only one result was available to me: Computer Operator – 0817N. For you, there may be numerous opportunities, especially if you worked in a technical or vocational trade.

Review Program Requirements

Once you’ve searched for trades, review the requirements for each to determine which is the best fit for your situation and future goals.

Each apprenticeship will have two sets of requirements: the Time-based or Competency-based options as discussed above. Choose the one that best applies to your situation.

Enroll in USMAP

Once you’ve chosen a trade and the applicable options, it’s time to enroll in USMAP. This can be done online, and a login will be required.

Complete Apprenticeship Requirements

For each opportunity, participants must submit periodic reports, usually monthly, to their supervisor for approval. The DoL requires these reports to ensure that the standards of the program are followed.

Once all the training and work hours have been completed, participants will submit a Final Report to their supervisor for review and approval. Once approved, it marks the end of the apprenticeship and the issuance of a DoL Certificate of Completion, which will be available online.

When applicable to the trade, the Department of Labor will issue Journeyman Cards.

Get Industry Certified

So, if you’re getting close to transitioning from the active service and you have trade-specific military training, I encourage you to take advantage of the USMAP opportunities.

In most cases, you already have the official training and you need only record the hours worked. In others, you need to prove your skills and knowledge base before meeting the apprenticeship requirements.

No matter where you find yourself, this opportunity can really enhance and ease the transition that lies ahead. Don’t miss out!

 

VA to Refund Unused VEAP Funds to Veterans

The Department of Veterans Affairs (VA) is attempting to give back over $300 million to thousands of Veterans who have unused VEAP benefits.

VEAP Eligibility

The Veterans Educational Assistance Program (VEAP) is a program offered by the VA to help Veterans continue their education.

You were eligible for VEAP if all of the following are true:

  • Entered military service for the first time between January 1, 1977 and June 30, 1985 (for all branches except the Air Force)
  • Opened a VEAP account and put money into it before April 1, 1987
  • Put in between $25 to $2,700 of your own money
  • Finished your first period of service and did not receive a dishonorable discharge

If you served in the Air Force, then there were additional eligibility requirements for VEAP.

There are over 100,000 Veterans who could get up to $2,700 back!

The VEAP Refund

If you are a Veteran who put money into your VEAP account and did not use any or all of those benefits, the VA is looking to refund your money to you.

As a VEAP participant, you are eligible for a refund of the unused contributions you made during your service. To receive a refund, you will need to complete:

VA Form 22-5281 Application for Refund of Education Contributions (VEAP, Chapter 32, Title 38, U.S.C.)

Once complete, mail it to your nearest VA Regional Office. Here’s a list of regional offices that can serve you.

You can also head to the GI Bill Help Portal for information and assistance regarding your refund.

Department of Education Eliminates $5.8 Million in Student Loan Debt

On August 19, 2021, the Department of Education announced that they will eliminate student loan debt for “over 323,000 borrowers who have a Total & Permanent Disability (TPD).”

Eliminating Loan Debt for TPD Students

Through a new regulation announced in mid-August, the total amount of student loan debt to be discharged is estimated at $5.8 million.

These discharges will happen automatically through data-sharing processes between the Department of Education (DoE), the Department of Veterans Affairs (VA), and the Social Security Administration (SSA).

So far, the Biden administration has approved about $8.7 billion in student loan discharges, impacting over 450,000 students.

The DoE has also extended the pause on student loan repayment, interest, and collections to January 31, 2022. That move has saved billions of dollars for over 40 million students.

Interest Waivers for Current and Former Soldiers

Subsequently, the DoE announced on August 20, 2021 that it has “retroactively waived interest on loans held by more than 47,000 current and former active-duty service members.

Additionally, using the same data-matching processes used to identify totally and permanently disabled students, the DoE has taken steps to automatically grant these waivers.

Historically, the Higher Education Act mandates that service members who received Imminent Danger or Hostile Fire pay should not accrue any interest on federal student loans.

Any student loans awarded to these Veterans on or after October 1, 2008 should not have accrued interest. Sadly, though, many of the loans had garnered interest charges.

“Brave men and women in uniform serving our country can now focus on doing their jobs and coming home safely, not filling out more paperwork to access their hard-earned benefits,” declared Richard Cordray, the FSA Chief Operating Officer. “Federal Student Aid is grateful to our strong partnership with the Department of Defense, and we will seek to reduce red tape for service members wherever possible.”

What Happens Next?

Since the DoE indicated that these processes are automatic and retroactive, there should be nothing you are required to do.

Gertrude M. Cox Scholarship

Multiple recipients, $1,000

The Details: This scholarship is sponsored by the ASA Committee on Women in Statistics and Caucus for Women in Statistics to encourage more women to enter statistically oriented professions. There will be two recipients, one to a woman in or entering the early stages of graduate training at the master’s degree or Ph.D. level and one to a woman in a more advanced stage of training. There will also be honorable mentions. Students need to be women in the US or Canada, who are admitted to full-time study in a graduate statistics program.

The Details: This scholarship is open to high school seniors, high school graduates, and current undergraduate level students. NSF Graduate Research Fellowship Program

Multiple recipients, Varies 

The Details: This fellowship program recognizes and supports outstanding graduate students in NSF-supported STEM disciplines who are pursuing research-based masters and doctoral degrees at accredited US institutions. The five-year fellowship includes three years of financial support including an annual stipend of $34,000 and a cost of education allowance of $12,000 to the institution.

The Barry Goldwater Scholarship and Excellence in Education Foundation

Multiple Recipients, Varies

The Details: This scholarship was established by congress in 1986 to be a living memorial to honor the lifetime work of Senator Barry Goldwater. He was a soldier and served 30 years in the US Senate. The scholarship is for college sophomores and juniors who intend to pursue research careers in the natural sciences, mathematics, and engineering fields. The award amount is equal to the cost of tuition, mandatory fees, books, and room and board. The amount of support by other sources will be deducted from the total and the award has a maximum of $7,500.

The Details: The National Association of Black Social Workers has two scholarships students can apply for. The Cenie “JOMO” Williams Tuition Scholarship for $1,500 and the Office of Student Affairs Community Leadership Tuition Scholarship for $1,000. Both scholarships are only available to NABSW members who are going to school full-time at the undergraduate or graduate level and the qualifications vary.

The Hellenic Professional Society of Texas Scholarships

Description: For qualified undergraduate and graduate full-time students. Operation Homefront and Dollar Tree Give to Military Families

Operation Homefront Teams Up With Dollar Tree to Help Military Families

For the 13th consecutive school year, Operation Homefront is teaming up with Dollar Tree – which has 130 events across the US this year– to launch the annual “Back-to-School Brigade” program.

The program is a nationwide school supply collection and distribution campaign that, since its inception, has provided more than 450,000 backpacks full of supplies to military children.

From mid-July through August, you can purchase supplies at one of the 7,600 nationwide-participating Dollar Tree stores to then donate to Operation Homefront for distribution at one of the 130 “Back-to-School Brigade” events this summer.

To date, this program has helped save military families more than $50 million in school-related expenses. Operation Homefront president and CEO Brig. Gen. (ret.) John I. Pray Jr., commented, “As the pandemic continues to create significant and often overwhelming financial hardships on our military families, the entire Dollar Tree family shares our unwavering commitment to helping this very special and deserving group in their time of need for all they have done for all of us in our nation’s time of need.”

Want to Volunteer to Help?

Back-to-School Shopping Tips

The 2022-2023 will be here before we know it. For this year, whether attending school in-person or virtually, there are some essential supplies that kids will need. To make sure you’re being efficient and not breaking the bank, we’ve compiled some tips to help make back-to-school shopping as stress-free and affordable as possible.

Check Your Inventory

Do you even need to go supply shopping? What types of unused supplies do you have around the house?

It’s natural that stuff gets pushed to the back of closets or buried and forgotten deep in a drawer. Those items are still perfectly useable (and it’s very possible your kids won’t even know the difference). See if you can reallocate your fifth-grader’s backpack to your second-grader.

Additionally, have your children try on last year’s clothing to determine what needs to be replaced now or what can wait until Christmas or their next birthday. You can also look into clothes-swaps or consignment shops in your area if it’s necessary to refresh their wardrobe.

The same goes for sports or hobby equipment. Network with other parents in your circle to see what, if anything, can be traded or even bought at a hefty discount.

Look for Deals

Different areas have planned back-to-school store events. Some states even offer sales tax breaks for a few days near the beginning of the school year.

Check online ads and retailers’ emails for the best prices, and keep an eye out for coupons (at places like Staples, Walgreens, CVS, Walmart, Target, Office Depot, Dollar Tree, etc.).

Buying in bulk can also help to cut down on price-per-item (and you can squirrel away some for the next year unbeknownst to your children).

Also, don’t forget to ask about price matching! If you are being cautious this shopping season, these things can be done online for most retailers. For example, when price matching online, you typically only need to begin a chat with a customer service rep and simply ask if they have the capability to match with another store’s cheaper price or even offer you a promo code to make up the difference – you can also ask if they have a military discount code for you.

COVID Supplies

Speaking of being cautious, if you are opting for in-person school this semester, make sure to get the necessary safety supplies, like masks and hand sanitizer. You can get affordable and fashionable masks from places like Old Navy, the Disney store, Nordstrom, Target, or various retailers on amazon, just to name a few.

Don’t Do It Alone

If your spouse can take leave to do any in-person shopping, let that happen. If your teenager can do her own online shopping, let her (making sure to check it over before hitting confirm). Don’t take on all the responsibility – and therefore the stress – of this time of year all by yourself.

Set Rules

If you have to take your children with you to shop for supplies or clothes, make sure to set ground rules to make the trip smoother. Things like, “You can get a new lunchbox OR a new backpack,” or “You can choose one item with a name brand or popular character,” can help to cut down on meltdowns in the store aisles.

If they get an allowance, make them use their own money to buy those must-have, trendy items.

And make sure to write a list and stick to it. Don’t let impulse buys overtake you or your little ones.

Sometimes, schools send home next year’s shopping list at the end of the previous school year or they are posted online months ahead of the first day of school.

As previously said, retailers tend to run back-to-school sales events, and that typically means prices will be bumped up due to demand. Shopping out of the typical cycle can mean you get a much bigger bang for your buck.

Associate’s Degree in Industrial Engineering

A two-year associate’s degree in industrial engineering will help prepare you for basic entry-level positions. It can also serve as a foundation for a bachelor’s degree program in industrial technology, engineering, or more.

Some of the courses you might take would be on electricity, circuits, and industrial electronics. You might then be able to find work as a utility worker, electrical technician, or mechanical apprentice.

Master’s Degree in Industrial Engineering

A master’s degree in industrial engineering prepares you to work in many roles and industries. It will allow you to take on leadership roles, enter management, or go into more analytics or engineering oriented jobs. It will give you more options for your career.

Each master’s degree program will have its own requirements, courses, and features. You would take classes in quality control and improvement, facility planning and design, manufacturing systems, transportation and supply chain systems, and warehousing systems.

A master’s degree will take you around two years and you can attend an online or in-person program.

For online programs, Columbia University, the University of Southern California, and North Carolina State University are all highly rated. For in-person programs, Northwestern University, the University of California at Berkeley, and the University of Michigan at Ann Arbor are all highly rated.

If you want to go even further with your career in industrial engineering, you can go on to get your Ph.D. This will take you around 5-6 years and would be an advanced degree that can prepare you to become a researcher in the realm of industrial engineering or go into academia, the private sector, or even the government.

Becoming licensed in industrial engineering isn’t required, and not as common as it is for other types of engineering.

However, it can be encouraged depending on the type of job you will get and where you will work. Getting a PE (Professional Engineering) license will also allow for a higher level of leadership and independence during your career.
