Post-9/11 GI Bill Payment Rate Changes

On August 1st, 2019, Post-9/11 GI Bill payment rates changes will go into effect for the 2019-2020 school year. The rates change each year to keep up with the average cost of undergraduate tuition rate changes in the US. These amounts below are for those who receive 100% of their Post-9/11 GI Bill (Chapter 33), however, amounts will be prorated based on your eligibility percentage if you are not eligible for the full benefit.

Post-9/11 GI Bill Payment Rates Changes For 2019 / 2020

Public School Post-9/11 GI Bill Rates

For those attending a Public IHL (Institute of Higher Learning) and are an in-state student, your Post-9/11 GI Bill will pay for all of your tuition and fee payments. There is no change to this benefit.

Private or Foreign School Post-9/11 GI Bill Rates

If you attend a private or foreign IHL, the Post-9/11 GI Bill has a national maximum of $24,476.79 per academic year. This is a change from $23,671.94 the previous year.

Public School as a Non-Resident Student or Private School Over the Annual Cap

If you are attending a Public IHL as a non-resident student or a private school that is over the annual cap, you might be able to use the Yellow Ribbon program.

Vocational Flight Schools Post-9/11 GI Bill Rates

If you are attending vocational flight school, your actual net costs can not exceed $13,986.72. This is a change from $13,526.81 the previous year. This cap applies to all classes and enrollments that begin during that academic year, regardless of when those classes and enrollments are over.

Correspondence Schools Post-9/11 GI Bill Rates

With correspondence schools, your actual net costs can not exceed $11,888.70 per academic year. This is a change from $11,498.78 the previous year.

National Testing Programs/Licensing and Certification Tests Post-9/11 GI Bill Rates

You can be reimbursed up to $2,000 for licensing and certification tests. There is no maximum reimbursable amount for national tests. Your Post-9/11 GI Bill entitlement will be charged one month for every $2,042.06 spent. This is a change from $1,972.66 the previous year.

Monthly Housing Allowance (MHA)

Your Monthly Housing Allowance with the Post-9/11 GI Bill, if you qualify for it, will be the same as the BAH for an E-5 with dependents.

You would use the zip code of the campus where you physically attend classes. This is a change from before where you would use the zip code of where your school is located.

Monthly Housing Allowance Exceptions

There are a few Monthly Housing Allowance Exceptions with the Post-9/11 GI Bill:

Foreign School – $1,789 a month, up from $1,650 the previous year
Schools in US Territories – E-5 with dependents OHA Rate for school location
Exclusively Online Training (No Classroom Instruction) – $894.50, up from $825 the previous year.
Hybrid Classes (Some online plus some classroom training) – May qualify for full BAH. Go here to learn more.
Attending classes at ½ time or less and Active Duty Trainee (or transferee spouse of servicemember): Not payable.

Books and Supplies

You can receive a yearly books and supplies stipend that is up to $1,000.00 paid proportionately based on your enrollment. This is unchanged from the previous year.

Rural Benefit

You may be eligible for a rural benefit of $500 payable to certain people who are relocating from higher rural areas if certain requirements are met. This did not change from the previous year.

Please keep in mind that these changes will occur on August 1st, 2019. Those with the Montgomery GI Bill and Dependents Education Assistance will see updated rates on October 1st, 2019.
